"A new session could not be created" Error

Hello, I’ve installed Appium 1.4.16.1 (Because i can’t find newer for windows) and using Android 7.1.1.

I have a basic Eclipse project to test but it’s giving this error;

What is the source of this error and how can i fix it?

@ackck latest for Windows - https://github.com/appium/appium-desktop/releases/download/v1.2.0-beta.1/appium-desktop-Setup-1.2.0-beta.1.exe

It’s running correctly with other android devices version 6.0.1 and 4.4.
Surely, the latest windows desktop application (1.4.16.1) doesn’t support Android 7.1.1.
Have any suggestion about that?
