Starting a session with no app under test

I am wondering if any of the drivers have implemented the ability to instantiate a session without specifying an app under test - for both Android and iOS. I know I can launch something like the settings app for both platforms. But would like to know if any of the drivers have added support for this?

Both the recent versions of UIA2 and XcuiTest drivers could start a session without app set.
